Fide's Crisis Cabinets

From Fide, a series of working groups have been set up since the beginning of the COVID-19 crisis aimed at analyzing, from different perspectives, the present and future consequences, both legal, economic and social, that will inevitably accompany the health crisis caused by the pandemic. Fide considers essential the leading role that civil society must assume in decision-making, and even more so, in a situation as exceptional as the one that is taking place at this time.

When in April 2020 the consequences of Covid-19 began to unfold all its effects in Spain, the Fide and Garrigues foundations brought together a group of experts who, from their recognized fields of experience and knowledge, contributed to the analysis of the main challenges, the data and information that should be taken into consideration and facilitate the understanding of all the dimensions of the reality that we are living.

During the state of alarm, decreed for the management of the COVID-19 pandemic, Fide launched the Crisis Cabinet in labor matters, a professional and plural reflection group, led by María Emilia Casas Baamonde. This Cabinet has met seven times and during its meetings it has addressed the labor and social security measures, which have acted jointly, in the substantive, procedural and procedural order, contained in the emergency legal regulation, analyzing the techniques and institutions of this Labor and Social Security Law in emergencies, both in the confinement phase and in the “de-escalation” phase towards normalization.

The Crisis Cabinet in civil and commercial matters has worked and continues to work on ideas, alternatives and possible solutions for those countless ongoing legal relationships that will be affected by the complex economic and legal situation that accompanies the health crisis, ensuring that the Law abandons its characteristic reactive function, to anticipate events and guarantee social cohesion, the revitalization of the economy, and, ultimately, legal security.

Reflections from civil society

When the forced isolation of the Spanish officially began on Monday, March 16, and the face-to-face sessions at Fide were abruptly interrupted, we immediately understood the need to keep in mind the reflection and debate that characterizes us and that we as members of Fide and to continue channeling our voice towards society, public and private institutions and how many citizens follow us on a daily basis.

Thus, we publish this series of articles written by members of Fide, related to the current situation in Spain and COVID-19.
