Conclusions:
ACCESS TO THE CLOUD BY PUBLIC ADMINISTRATIONS
Cloud access services and services provided in the Cloud respond to the unavoidable needs of Public Administrations.
The public interest must be aimed at the continuous search for the rationalization of the activities of the Public Administrations in order to achieve effective, efficient, economic and quality management in them. And this is in line with the requirement of article 31.2 of the Spanish Constitution, according to which the programming and management of public spending will respond to the criteria of efficiency and economy. With this purpose, proposals are formulated below aimed at achieving a better use in the public sector of the technological advantages of the new services in the Cloud.

Actions
- Start a awareness action, development of proposals and consensus to favor measures that speed up public procurement for the execution of the Recovery Funds in public administrations. In particular, for the execution of digital transformation plans for public services through agile public procurement vehicles that give access to all kinds of innovative technologies, in particular Cloud technologies.
- Inform government agencies with responsibilities in the execution and governance of the Recovery Funds in the public sector about the risk of a digital divide in public services between state and regional administrations and local entities, due to the lack of common and agile execution mechanisms of the funds. Although the Cloud facilitates agility and adaptability to each need and public administration, contracting cauterizes these advantages so sought after in the Cloud. Only centralized contracting vehicles (framework agreement or dynamic purchasing system) speed up access to the advantages of the Cloud for administrations.
- Propose complementary and inclusive instruments to guarantee the participation of all public and private economic operators in the execution of the Spain Digital Plan 2025.
