The Administration should not intervene in fields that are alien to it, but it must ensure fair regulation and effective of these and other aspects in an increasingly complex, dynamic and interconnected world. And for this, it must continue to evolve and better adapt to change: it will require a strategic orientation of each of the levels of the Administration and a behavior that is not limited to being reactive in the face of problems, but that acts proactively by carrying out an early analysis of the evolution of citizen concerns and needs.
To face these and other challenges, the Administration of the coming decades will be the same or more necessary than now since the individual alone cannot respond to aspects such as security, the aging of the population, social inequalities, migratory crises or environmental aspects.
