In a post-crisis environment, re-imagining IP may mean better understanding how IP can and shall be a tool in the new data economy, in particular in science, business, and education connected to data economy: how can patents (and scientific publications) be used as a source of data for monitoring developments in technology, using AI-based methods (natural language processing), how decisions can be at the crossroads of intellectual property, data protection, and freedom of information, how the text and data mining exception might or might not be a lost opportunity to boost European companies’ competitiveness in AI?
Speakers from various horizons, with key research backgrounds and a variety of opinions, will provide a worldwide picture of the future of the Data Economy and its intrinsical link with IP.

Dominique Guellec
Scientific Advisor at the Observatory of Science and Technology, a French government agency based in Paris. He contributes to the activities of the OST in the field of patent statistics and scientific publications. He leads a project using semantic analysis techniques on patent texts, in view of mapping technology evolution and the emergence and impact of novel ideas. Until August 2019, Dominique Guellec was responsible for science and technology policies at the Organization for Economic Cooperation and Development (OECD). He was chief economist of the European Patent Office in 2004-2005.

Associate Professor of Intellectual Property Law and Privacy Law at the University of Stirling, Faculty of Arts and Humanities, Centre for Research into Information, Surveillance, and Privacy. His main expertise is in the Internet of Things (IoT), Artificial Intelligence (AI), cloud computing, robotics, and blockchain. Holder of a Ph.D. (Unipa), a postdoc (QMUL), and a HEA Fellowship. Member of the European Commission’s Expert Group on AI and Data in Education and Training, as well as Chair of the Royal Society of Edinburgh Research Network SCOTLIN (Scottish Law and Innovation Network).
